Claire Miller is the Vice President of Education Policy and Chief of Staff at the Commission on Independent Colleges & Universities (CICU) in Albany, NY. In this role, Claire is responsible for managing a portfolio of engagements with New York State’s governing and regulatory bodies, over 100 CICU membership institutions, K-12 school districts, and other key partners in the education sector. Claire oversees a talented team at CICU that is focused on priority policy reforms, including those focused on educator and student effectiveness, new curricular standards, evaluation and assessment methods, and funding initiatives. In supporting the development and advancement of CICU's policy priorities, Claire is primarily focused on the goal of promoting affordable pathways to higher education for all and she believes strongly in the transformative power of education.

Prior to joining CICU, Claire worked for the State of New York in various leadership roles specializing in organizational development and workforce training and education. Most recently she was the Director of Training at the New York State Department of Labor, an agency with more than 3,500 employees. She has performed similar work for the NYS Department of Civil Service, the Governor’s Office of Employee Relations, and at SUNY.

An Albany native, she loves reading and spending time with her dog, Gus.
