As Vice President for Institutional Relations and Administration Mr. Kramer oversees CICU’s affiliate and collaborative programs, the finances and properties of CICU, and a broad variety of member services, among other duties. CICU’s affiliate and collaborative programs bring valuable services and resources to member institutions. 

In 2017, Mr. Kramer was named the Executive Director of the Council on Governing Boards, an organization that brings together the trustees of New York’s private, not-for-profit colleges and universities for information, resources, and unity in promoting the interests of their institutions.

Before joining CICU and CGB, Mr. Kramer served as executive director of the New York State Higher Education Initiative, an association dedicated to advancing the interests of more than 150 public and private academic and research libraries.

His prior work experience includes service as Assistant Vice President of Corporate Communications at the Research Foundation of the State University of New York (SUNY) and as Director of Government Relations for the New York State Catholic Conference.   Additionally, he has as extensive experience in communications, public affairs, and policy research in the New York State Legislature, most recently for State Senator Catharine M. Young.

Mr. Kramer is an adjunct professor of history having taught at Schenectady County Community College and Excelsior College.  He holds an M.A. and B.A. in American history.
