Director of Public Policy & Government Affairs

Elma Borcilo.pngElma Borcilo is the Director of Public Policy & Government Affairs at the Commission on Independent Colleges and Universities (CICU). 

Prior to joining CICU, Elma served as the Legislative Advisor for Assembly Majority Leader Joseph D. Morelle (D-Rochester). In this role she gained expertise in the state budget process and played a key role in shepherding legislation through the Assembly. She worked as a key partner on several pieces of legislation related to higher education, most recently the expansion of the STEM Incentive Program to private, not-for-profit colleges and universities. 

Elma began her career working in the private sector as a Proposal Specialist and Project Manager for a gear manufacturing company in Rochester, NY. During that time she volunteered on many local political campaigns and found her passion for public service. 

Elma graduated from Ithaca College with a bachelor’s degree in International Business and Marketing. She went on to receive her master’s degree in Public Administration with a focus in Public Policy and Public Finance from the Rockefeller College of Public Affairs & Policy. She came to the United States as a refugee from Bosnia & Herzegovina with her parents and brother and grew up in Norwich, NY. She now lives in Rochester, NY and splits her time between Rochester and Albany.
