The Tuition Assistance Program (TAP) was created to help low- and moderate-income students pay tuition at colleges and universities in New York State.

Today, New York spends $92 million (9 percent) less on TAP than it did in 2014-15.

Action must be taken to modernize TAP and reverse this disinvestment.
